Jim graduated from Portland State University with a Bachelor of Science degree in Business Administration. He began appraising in the early 1970's and founded Williams Associates in 1979. Jim's long involvement with The Appraisal Institute and its predecessor organizations, serving as the President of the Portland Chapter of the Society of Real Estate Appraisers and 1997 President of the Oregon Chapter of The Appraisal Institute, contributes to his being one of the best known appraisers in Oregon. Jim is also a popular public speaker and frequently acts as a moderator at various forums and continuing education events.
Jim's knowledge and experience includes numerous types of Real Property including the appraisal of rural and farm properties, vacant land, and investment properties on the small income form 71B. He also has experience in appraisal of partial acquisitions for condemnation and solving the valuation problems associated with feasibility studies and changes in land use. Jim now specializes in the appraisal of complex and high priced residential properties. He also has presented expert testimony in several jurisdictions.

Thomas (no relation to Jim) came to Williams Associates from another appraisal firm in 1991. He is a graduate of the University of Oregon and specializes in properties on Portland's East and North sides. He is particularly good at appraising older homes since he has spent the last several years restoring and remodeling a classic older home in the Alameda district of Portland. This "hands on" experience helps greatly when confronting the valuation problems in some of the older neighborhoods of Portland.
Thomas recently obtained the Certified Residential Appraiser license that allows him to appraise all residential properties regardless of complexity or price range
